There are no trade unions in the unorganised sector’’

2,300 IIPM students get jobs

Mallikarjuna Kharge, Union minister for Labour and Employment, is a Congress veteran from Karnataka. In an interview with TSI’s Sunil K Hegde, Kharge, a first timer in Delhi, touched upon outsourcing, UPA’s flagship programme NREGA, unemployment and other issues

You have been very active in Karnataka politics for many decades. This is your first assignment as central minister.


I do not find it anything new in being a central minister. Actually, I had expected this position. I had administered various ministries in Karnataka for the last two decades. There my responsibilities were restricted only to the state. Here I need to continue the same in a wider range, with the sense of welfare of the people of entire nation. Perceptibly, it will take some time. The problems of the state are smaller, as compared to the union. Understanding the tradition and system of a position is very significant in administration.

Will your background as a unionist help in your new role?

Yes, that belongs to my past. I was active in some trade union activities during my academic years, before entering politics. Now it has been almost 38 years as a legislator. Still I have first hand experience of the problems and grievance of workers. I had witnessed their anguish. My experience has given me the knowledge of employer’s exploitation of the workers. At the same time, we cannot rule out the fact that employers are also subjected to exploitation through misuse of labour law. Therefore, we need to run a balanced administration.

Government has introduced many laws to tackle child labour such as the National Child Labour Project (NCLP), the $40 million INDUS project (an Indo-US joint project) and others. But problems persist.

It is not like that. The problem of child labour has evolved in due course of time. It is our aim to eradicate child labor. Poverty has added to the misery, as children are forced to work for livelihood. Education is the only solution to this problem. It will alert the children to their rights and rescue them from exploitation. The UPA government has given special importance to education. Schemes such as, ‘mid day meal scheme’ will be helpful to attract school dropouts. To achieve this goal, every state has to join hands with the Centre.

The NREGA enables the deprived sections to get at least 100 days work per year and a minimum of Rs 10, 000. Our government will introduce new laws in this regard and put out our best efforts. However, everyone has to participate: civil society, parents and the complete commitment of state governments.
