2,300 IIPM students get jobs

Viscount St. Albans, better known as Francis Bacon, has been called "the most powerful mind of modern times." He became the crafty adviser of Queen Elizabeth, and in succession solicitor general, attorney general, lord keeper, and lord chancellor under her successor, James I. When in his fiftieth year, at the height of his fame and glory, he was convicted of bribery, fined £40,000, deprived of the great seal, relieved of public office, and sentenced to the Tower of London to be released at the King's pleasure. It was here that he wrote the following letter.

April, 1611, Tower of London

MAY it please your most excellent Majesty,

I In the midst of my misery, which is rather assuaged by remembrance than by hope, my chiefest worldly comfort is to think, that I was evermore so happy as to have my poor services graciously accepted by your Majesty for as I have often said to your Majesty, I was towards you but as a bucket, and a cistern; to draw forth and conserve; whereas yourself was the fountain. Unto this comfort of nineteen years' prosperity, there succeeded a comfort even in my greatest adversity, somewhat of the same nature; which is, That in those offences wherewith I was charged, there was not any one that had special relation to your Majesty. I have an assured belief that there is in your Majesty's own princely thoughts a great deal of serenity and clearness towards me your Majesty's now prostrate and cast down servant.

And indeed, if it may please your Majesty, this theme of my misery is so plentiful, as it need not be coupled with anything else. I have been somebody by your Majesty's singular and undeserved favour: even the prime officer of your kingdom. Your Majesty's arm hath been over mine in council, when you presided at the table; so near I was: I have borne your Majesty's image in metal; much more in heart; I was never in nineteen years' service chidden by your Majesty. But why should I speak of these things which are now vanished? But only the better to express my downfall.

For not it is thus with me: I am a year and a half old in misery: though I must ever acknowledge your Majesty's grace and mercy, for I do not think it possible, that any one that you once loved should be totally miserable. Mine own means, through mine own improvidence, are poor and weak, little better than my father left me.

I have (most gracious Sovereign) faith enough for a miracle, and much more for a grace, that your Majesty will not suffer your poor creature to be utterly defaced, nor blot the name quite out of your book, upon which your sacred hand hath been so oft for new ornaments and additions.

Unto this degree of compassion, I hope God above (of whose mercies towards me, both in my prosperity and my adversity, I have had great testimonies and pledges, though mine own manifold and wretched unthankfulness might have averted them) will dispose your princely heart, already prepared to all piety I most humbly beseech your Majesty to give me leave to conclude with those words which Necessity speaketh: Help me (dear sovereign lord and master) and pity me so far, as I that have borne a bag be not now in my age forced in effect to bear a wallet; nor I that desire to live to study, may not study to live. God of heaven ever bless, preserve, and prosper your Majesty.

Mallikarjuna Kharge, Union minister for Labour and Employment, is a Congress veteran from Karnataka. In an interview with TSI’s Sunil K Hegde, Kharge, a first timer in Delhi, touched upon outsourcing, UPA’s flagship programme NREGA, unemployment and other issues

You have been very active in Karnataka politics for many decades. This is your first assignment as central minister.

I do not find it anything new in being a central minister. Actually, I had expected this position. I had administered various ministries in Karnataka for the last two decades. There my responsibilities were restricted only to the state. Here I need to continue the same in a wider range, with the sense of welfare of the people of entire nation. Perceptibly, it will take some time. The problems of the state are smaller, as compared to the union. Understanding the tradition and system of a position is very significant in administration.

Will your background as a unionist help in your new role?

Yes, that belongs to my past. I was active in some trade union activities during my academic years, before entering politics. Now it has been almost 38 years as a legislator. Still I have first hand experience of the problems and grievance of workers. I had witnessed their anguish. My experience has given me the knowledge of employer’s exploitation of the workers. At the same time, we cannot rule out the fact that employers are also subjected to exploitation through misuse of labour law. Therefore, we need to run a balanced administration.

Government has introduced many laws to tackle child labour such as the National Child Labour Project (NCLP), the $40 million INDUS project (an Indo-US joint project) and others. But problems persist.

It is not like that. The problem of child labour has evolved in due course of time. It is our aim to eradicate child labor. Poverty has added to the misery, as children are forced to work for livelihood. Education is the only solution to this problem. It will alert the children to their rights and rescue them from exploitation. The UPA government has given special importance to education. Schemes such as, ‘mid day meal scheme’ will be helpful to attract school dropouts. To achieve this goal, every state has to join hands with the Centre.

The NREGA enables the deprived sections to get at least 100 days work per year and a minimum of Rs 10, 000. Our government will introduce new laws in this regard and put out our best efforts. However, everyone has to participate: civil society, parents and the complete commitment of state governments.

Lev Davidovich Bronstein, popularly called Leon Trotsky was a leader with Lenin during and after the Russian Revolution. He served as Soviet Commissar of Foreign Affairs 1917-1918 and Commissar of Military and Naval Affairs 1918-1924. In 1929, he was expelled from the Communist Party and then deported from the USSR. In 1938, he helped found the Fourth International, the World Party of Socialist Revolution. Trotsky was murdered by a Stalinist assassin at his home in exile, in Mexico in 1940. Following letter was written to French Trade Unionist Pierre Monatte.

July 13, 1921, Moscow

MY DEAR FRIEND,

I take this opportunity to send my warmest regards and to express my personal views on the state of affairs in French syndicalism – views that are, I trust, in complete harmony with the guiding line of the Third International as a whole.

I shall not hide from you that our joy in following the constant successes of revolutionary syndicalism is tinged with deepest concern over the future development of ideas and relations within the French labor movement. Today the revolutionary syndicalists of all tendencies still remain an opposition and are being held together precisely by their oppositional status. Tomorrow, the instant that you conquer the General Confederation of Labor – and we don’t doubt that this day is nigh – you will come up against the fundamental questions of the revolutionary struggle. And precisely here we enter the zone of our grave worries.

The official program of revolutionary syndicalism is the Charter of Amiens. In order to immediately express my thought as sharply as possible, let me say flatly – every reference to the Charter of Amiens is not an answer but an evasion. To every thinking Communist it is perfectly clear that pre-war French syndicalism represented a profoundly significant and important revolutionary tendency. The Charter of Amiens was an extremely precious document of the proletarian movement. But this document is historically restricted. Since its adoption a World War has taken place, Soviet Russia has been founded, a mighty revolutionary wave has passed over all of Europe, the Third International has grown and developed. The old syndicalists and the old Social Democrats have split into two and even three hostile camps. New questions of gigantic proportions have risen before us as practical questions on the order of the day. No answer to these questions is contained in the Amiens Charter.

There is a certain psychological obstacle blocking a man’s crossing the party’s threshold after he has spent many years in revolutionary struggle outside the party. But to yield to this is to shy away from an outward form while causing the greatest damage to the inner essence. For it is my contention that your entire past activity was nothing else but preparation for the creation of the Communist Party of the proletarian revolution. Pre-war revolutionary syndicalism was a Communist Party in embryo. To return to the embryo would be a monstrous retrogression. Conversely, active participation in the building of a genuine Communist Party means the continuation and development of the best traditions of French syndicalism.

In these years each of us has had occasion to renounce one part of his already obsolete past in order to preserve, develop and assure victory to that other part of his past which did meet the test of events. An inner revolution of this type does not come easily. But only at this price, and at this price alone, can one acquire the right to really participate in the revolution of the working class.

Dear friend! I consider that the present moment will decide for a long time to come the destiny of French syndicalism, and, consequently, of the French revolution. In this decision you hold an important place. You would deal a cruel blow to the cause which numbers you among its best workers, were you today, when the choice must be definitely made, to turn your back upon the Communist Party. I have no doubt that this will not happen.

I warmly shake your hand and remain devotedly yours.

It must also be noted that water preservation will become progressively more difficult as the forest area declines, resulting in less rain. We need to grow more plants to compensate the damage. Each one of us must take an oath to plant at least five trees in his/her lifetime. Doing this will help enormously in collecting water below the earth’s surface.

The National Rural Employment Guarantee Act (NREGA) could also be used for expansion of catchment areas. I cannot divulge all the government plans at this stage. Let me just conclude by saying that there are a number of ways to save water, and they all start with you.

Seated in the visitor’s lobby, Raghu Khevan’s face reflected mixed feelings… there was hope in the eyes and apprehension in the lines of his forehead. 23 years of his life on one foot had still not habituated him to the disability, and it was the prospect of regaining his mobility that had brought him all the way from Madhya Pradesh to Bhagwan Mahaveer Viklang Sahitya Samiti (BMVSS) in Jaipur. “I had accidentally fallen on to the railway tracks and lost one of my legs after a train ran over. I have been on crutches since then… I am 57 now. I heard about BMVSS in my village and have come here to get one of their famous artificial limbs. I’m anxious about this new step in my life,” said Raghu Khevan, as he balanced himself on his crutches.

Helping millions literally take new steps in their lives is the continuing commitment of BMVSS. Its vision is to the credit of D R Mehta, whose personal tragedy led him to establish the Viklang Sahitya Samiti (1975) and devise the Jaipur Foot, a prosthetic aid that has been unequivocally acknowledged to be one of the most advanced limb technologies in the world. “My accident in 1969 was a painful phase… one where I hung precariously between life and death for a long while. The bones of my leg were crushed into about 40 pieces. The treatment was done in Jodhpur and I thank my stars that I was treated by a wonderful doctor and it was he who triggered in me the thought of manufacturing artificial limbs for the poor,” said Mehta. “I could have gone to the US for my treatment but what if I didn’t have enough financial backup? I would have been confined to bed for the rest of my life. The thought scared me…” he recalled.

From boatmen music to "Guide"

From kay jaas rey bhaati gaan gaiya, the original SD bhatialy (boatmen’s folk song) to kanto say khinchti yeh anchal (film Guide), a rare song that starts – unlike most Indian songs – from the third octave, he was one genius who subsumed the oldest and newest, and married them off in film after film. Music was in the blood of this prince from the Dev Burman dynasty of Tripura, so much so that he nicknamed his son “Pancham” the fifth note (Pa), the only constant in the Indian octave system that has no mellow or sharp inflection. From the Bengali maestro KC Dey to Ustad Alauddin Khan, he trained under only the best. He composed music for 100 movies, and sang in some too. But he sang only those numbers that were rustic and rural in tone and tenor and melancholic in emotion (Doli main bithai kay kahan, or Prem kay pujari, et al). Interestingly, he also did a singing role in an Urdu film “Selima”.

In the 1950s, he tied up with Devanand’s Navketan Productions and dished out masterpieces in films like "Taxi Driver", "Munimji", "Paying Guest" etc.

Given his gift for musical pathos, it was natural that his next assignments would be for Guru Dutt ("Pyasa", "Kagaaz Ke Phool"), and later for the Bimal Roy stunner "Sujata". Says composer Ravindra Jain: “His music became younger and contemporary with every passing film." And singer Kumar Sanu says he still delves into SD’s music for inspiration. It is a fitting requiem that the 1990 film, "Agneepath" had an uncredited composition from him, the song Nazar lagi tore bangle par, composed for the 1958 films "Kalapani". Not too many composers would be plagiarised so long after death!

Pranab Mukherjee, the stand-in Finance Minister, resorted to constitutional propriety and presented the Interim Budget without any significant change in the tax structure or any new spending scheme barring the extension of interest subvention relief of 2% to the export-led sectors. This measure will help export credit for sectors like textiles, leather, gems and jewellery, and of course, SMEs. Budgetary support has been increased for road and rail transport, power, defence and IT too. However, gross fiscal deficit and revenue deficit estimates for FY09 have been revised to 6.0% (from 2.5%) and 4.4% (from 1%), respectively. Gross fiscal deficit and revenue deficit estimates for FY10 are pegged at 5.5% and 4.0%, respectively. Meanwhile, in a knee jerk reaction, market fell over 3%, with realty, infrastructure and metal sectors taking the maximum beating. UPA has stayed within the conventional ambit of the Interim Budget and kept away from any big-bang announcement. A pre-election budget, indeed!

When your first movie "Saawariya" wasn’t as successful as you might have hoped, did you regret working in that film?

Not at all! I agree "Saawariya" wasn’t successful, but I don’t regret starting out with that movie. To be working with Sanjay Leela Bhansali is a matter of pride and I’m happy that I started out with his movie. My work was appreciated and I’m glad about that.

Until some time back, there were rumours of an affair between you and Ranbir Kapoor. Was there any truth to them?

None at all. There was nothing between Ranbir and me. We are good friends and nothing more than that. He is very happy with Deepika and my best wishes are with them. Deepika is a very sweet girl. When new actors work together, such rumours are bound to go around. But there is absolutely no truth to it whatsoever.

You’ve largely managed to steer clear of controversies that routinely stalk actresses. What do you have to say about that?

It’s a good thing that I am appreciated for my work and not in the news because of controversies. Now is the time to concentrate on my work. I believe that the day I find my dream man, I’d be in love too. But as of now, I’m in love with my career and I’m happy with that.

And finally – the editors who will make their electoral debut... Kailash Mishra, editor of Amari Katha, is currently president of the Samajwadi Party in Orissa. It is said he converted his weekly into a daily two years back with an eye on the upcoming elections. But when asked whether his paper is a tool for promoting his political ends, he too denied this saying, "It's nothing like that. Amari Katha is not my party's organ. It only publishes my political activities, and conveys my thoughts to the people." Another newcomer, editor of Paryabekshak, Pabitra Mohan Samantray, says, "If I get elected I will quit my editorial responsibilities."

Comments senior political analyst Basant Das, "Currently, political personnel believe that to be successful in politics one must have a newspaper in hand. On the other hand, editors have understood that it's easier to build up a career in politics with a media house backing their candidature."

Adds Ganeshwar Mishra, former editor of Samaj: "Owing to close ties between editors and politicians, most of the newspapers in Orissa are not free. They are like party leaflets." Indeed, pick up any of these papers and you will invariably find them spilling over with 'news' of inaugurations and ceremonies presided over by their 'editors' – or dishing out pre-poll pledges of the political parties which are backing them. And these editors are making sure that most of this PR exercise is complete before the Election Commission's Code of Conduct comes into force. This phenomenon – if it can be called that – can only be checked if the courts take note of reports in the free media about this large scale and totally unchecked conflict of interest.

However, when it did, Nixon’s resolve of non-intervention melted and the US started arming Israel. The documents released show how, in a propaganda move, the US accused the erstwhile USSR of intervention, to justify its move. Nixon's crown national security aides, James Schlesinger and William Colby, chuckled that they could clarify their abrupt decision by blaming "Russian treachery".

Kissinger rough-drafted what the government would say to the world: "We can now say there was Russian treachery on the negotiations. They have made an abortion of our peace move." "We can run the Russians into the ground and we can call it an act of Russian treachery,” Schlesinger added. There was laughter in the room when Schlesinger added, "We had anticipated that!" Also, while the US was non-committal over peace initiative, it swiftly secured its oil interests.

In July 1973, Kissinger opened a clandestine channel to the Shah of Iran to synchronise developing contingency tactics to snatch control of Saudi Arabia's colossal oil riches in the occurrence of instability in the House of Saud. "Any contingency planning on Saudi Arabia must be most hush-hush," the Shah told Kissinger. In later years, Arabia's King Fahd made an official visit to the White House when it was aggressively cooperating with the US operation to drive out the Soviet force from Afghanistan. Documents reveal that the Saudis also were clandestinely sponsoring the US-backed Contra insurgents fighting the Sandinista regime in Nicaragua.

Why foreign military bases are blessings for host nations...

Two incidents drew enormous attention recently. First as usual is the obvious case of NGOs and human rights groups like ‘No Bases’, an International Network for the Abolition of Foreign Military Bases, are vociferously demanding the closure of foreign military bases put up by US, Russia and other major powers on the grounds of human rights violations, ecological damage, sexual abuses and imperialist policies. The second incident is that of countries like Kyrgyzstan threatening the US to either close its airbase there or hike the rental to continue in their land. There has always been a debate on the relevance and importance of foreign military bases and most have always been against it as these bases are always considered to be flagbearers of first world hegemony. But questions remain as to whether it would be a US, a Russia or the host countries who would lose more if US or Russia and others were to withdraw their offshore bases.

According to US Department of Defence, US alone has over 761 foreign military bases across the world. And out of America’s gigantic $430 billion plus defence budget, a quarter of it goes to the host nations as rent or military aid. To take an example, it has allocated $6 million to Bulgaria as military aid to modernise and upgrade its military in lieu of US continuing its existing bases there. Latin America, a region where US has maximum military bases, has also topped in the list of military aid recipients. Countries which receive high US military aid are Colombia (received $5 billion since 2000 and 615 million in 2007 alone), Ecuador ($49 million in 2003), and Peru ($71 million). In Central Asia, both Uzbekistan and Kyrgyzstan gets $150 million annually as aid in lieu of US air bases . Similarly Russia has promised to provide Kyrgyzstan $2 billion on loan, $150 million as financial aid, waiver of a previous debt of $180 million and construct a $1.7 billion hydropower plant. It has also promised similar military aid packages for Tajikistan, Afghanistan, and Cuba.

While the concept of militarising the world is gradually fading, withdrawal of foreign military bases may economically backfire the host nations. Often, aid packages are big enough to change economic contours of the recipient nations. Kyrgyzstan isn't crying for US to leave. In fact, it is trying to make US understand that its counterpart, Russia is offering more. So if US wants to stay back, it has to pay more than what Russia is offering and this is actually benefiting Kyrgyzstan more than anyone else. One should not be surprised that a few years down the line when many of the erstwhile host nations of US bases start feeling the economic pinch of the US withdrawal, it would be the same NGOs and the human rights groups which would again blame the US for withdrawing and putting those nations in economic jeopardy. This is actually the tragedy of being a superpower. No matter whatever it does, it would always be at the receiving end.

Rocking, by chance?

If you were to compare your writing styles with that of your sister’s, what according to you is the differenc?

It’s difficult to put my finger on it. I never really sat down and thought about it to be able to tell you so easily. But there is definitely a certain difference... like Zoya is a little more incisive in terms of writing... she is really suljha hua as a writer. I think she is a better writer than I am. She has a lot more control when she writes. I can at times just write things because I just want to get off from that, but I find her writing a lot more measured.

You've done it all, directing, producing, acting, singing, writing, judging and now hosting a show. What do you think is your true calling and what is it that you would not try doing again? I think any of these above vocations that I have done at some point or another, I’m open to doing given the right material to be doing it with. But apart from that, my calling is telling stories or entertaining people... so whichever form it happens to me at a given point of time, I’m enjoying it. But the basic criterion to me is either to tell a story or to entertain people in a manner that suits my sensibilities, and at the same time, excites me enough to want to do it.
