N-Deal - Bush most pro-Indian prez ever
Though it has not given us any military leverage, what it has done is to get 45 countries to tacitly acknowledge that India is and shall remain a nuclear weapons power, irrespective of whatever reservations one may have.
One should be clear about the limits of India’s relationship with the US. India will become its closer partner but not a military ally. It is not wise of us to be anybody’s allies. We should keep our options open because what you are seeing in the present world order is that countries differ with other countries on some issues, they cooperate with each others on some issues. US and China may differ on several issues but they are cooperating with regard to North Korea. US and Russia may differ on issues but they are cooperating on issues of terrorism. Today’s world is one of multiple alignments; you align with different countries on different issues. There is no across the board military alliance or open alliances which could suit India’s interests. On climate change, we have to work with China, on WTO we have to work with China because our permanent interests are more with China than US. It is a world not exclusively of rivalries, but of both cooperation and competition.
That the end of the sanctions came about primarily because George Bush has turned out to the most India-friendly President we have seen. We should be clear that India could not have got such a deal if Bush had not been the President of the US. Unlike past US Presidents, who had focused their attention on forcing India to ‘cap, roll back and eliminate its nuclear weapons programme’, Bush has turned out to be the first US President who finds that US’ complementarities of interest is so much with India that India’s nuclear weapons programme should not come in the way. In some ways it could be an asset to US’s interests. This has been strengthened by the fact that there is a great deal of instability in our neighbourhood. On our West, Afghanistan and Pakistan have become epicenters of global terrorism. To our east, countries like Bangladesh and Myanmar are hardly stable. And in the Indian Ocean region, where Somalia is becoming dysfunctional and Ethiopia is unstable, India is seen as constituting an essential partner for stability and economic growth. So really, it is US looking at India differently and seeing India as a rising power.
The Chinese behaviour at the NSG have only confirmed suspicions that China is uncomfortable with India emerging as an independent power, respected in Asia and the world. They have tried their best to contain India, providing nuclear weapons, missiles and conventional weapons to Pakistan. They have tried to surround us with bases and facilities and there was disinclination on part of the Indian elite to recognise that China did not wish to treat us an equal but as one of their vassal states. I hope realisation has now sunk in the minds of our elite. China will deal with you with respect, as an equal, only when your economic power grows, your military power grows and you become a factor that can match them and challenge them as a nation.
