State asked to keep sewers running but not by humans!
They are the 'dirty' people who keep our cities clean, and it is not uncommon to see them creeping out from the gutters like rats splashed with grime and goo. What is even more common is the recurring news of these people, the city's sewage system cleaners, ending up dead.
Not surprisingly, the Madras High Court came crashing down over this abysmal and inhuman treatment, and ordered that these men should no longer be allowed entry into manholes. The court's division bench (corum: justices AK Ganguly and FM Kalifullah Khan) issued this order in response to a public interest litigation by A Narayanan of PAADAM (People Against Alcohol, Drug Abuse and Merchandise) an NGO. Narayanan told TSI: "The average life of these people is only 45 years, mired in either liquor or sewage. Is this the life which our Constitution guarantees? Now, after the judgement, other states are also thinking of bringing in such an ordinance."
But doubting Toms snigger about the ruling's practicability. The very next day after the judgement, newspapers reported that another such person died of inhaling poisonous gas from the pit. Now the judges saw red, admonishing the government to take immediate remedial measures.
Chennai Municipal Corporation's sewage control and water supply wing, in their reply to the court, has said that at times it becomes very difficult to avoid using humans for such works. They are pleading that sewage workers should be allowed entry into manholes after wearing protective gears. But R Adhiyaman, president, Adi Tamilar Peravai (ATP), an association of the Arunthathiyar community people, who are traditionally into operations like this, will hear nothing of this. "On an average, around 10 people die every month in Tamilnadu, because of this," he fumes. He adds: "The government is not paying any compensation to the victim's families, as most of them are only casual laborers, so it must immediately take steps to address this issue."
P Sampath, convenor of Tamilnadu Untouchability Eradication Front, says, "In these days of scientific advancements, we can do so many things to avoid this, and that is what must be done."
Chennai alone has around 80, 000 manholes and around 4,000 people are involved in cleaning them. The ATP has now decided to launch an agitation against this inhuman practice on December 10, World Human Rights Day. Chief Minister MKarunanidhi had in the 1970s banned hand-pulled rickshaws. Question is: will he show his 'human' face once again?
